Abstract – Executive & Allegation Summary – Theft and Loss – Complaint Summary
If and when we call the California Department of Social Services (CDSS) Community Care Licensing Division (CCLD) we would testify that back in 2012 we sent a representative to pick up our property at the Chapman Campus.  The Chapman Campus includes both Board and Care Facilities and Room & Board Facilities.  More than twenty (20) pieces of our property were not returned to us.  We would ask is there a statute for limitations.  If we were not effected by said limitations we would go on to say: We attempted to recover our property in person yet failed.  Over time we have moved passed losing about three quarters (by item count) of our now Stolen Property.  Remember we are not talking theft by clients rather it is the staff at Chapman Board and Care (CB&C) that very likely stole our property.  At this time we would like to attempt recovery of some of the items (see Table) we have not been able get over losing.  Currently we are in the year 2018.  The property was stolen at Chapman Board & Care back in 2012.  One of the reasons we move so slowly is that we did not wish to burn bridges with the Chapman Campus located in Garden Grove California.  Obviously we have no witnesses.  More than three (3) years ago we went to the campus site to approach our friend William for his take about the matter.  The staff (Elizabeth) with machete in hand told him not to talk to us.

Legacy - Abstract – Executive Summary
Our specialty here at MSG is “Biopsychosocial Assessment”.  While reporting we usually jump right in with the results from our assessments.  For this our first Accountability MHSA Innovations Newsletter solely dedicated to Housing about the disadvantaged in and around Orange County California we open with photographs that chronicle some of our efforts including those efforts about the homeless.  Sometime just witnessing a homeless individual’s plight is the only thing we can do for them.  One our favorite contributions for the Homeless of Orange County (HOC) is donating property for resale at the Mental Health Association’s (MHAOC) Thrift Store in Santa Ana.  A few years back one item we donated resold for $50.00.  The primary purpose of this paper is to address one or more unmet needs about Housing The Disadvantaged (HTD).  We propose a few ideas, yet of premier importance is the establishment and maintenance of a Housing Advisory Board (HAB).  Once again the primary deliverable for this study is the photographs and captions.  We order items from Higher to Lower Priority.  Lower Priority Items will more or less be revisited in the future.  We hope what you find here is worthwhile.  At the last minute we closed what we call our 72-Hour Placement Experiment (72PE).  Our 72PE “Failed”.  In other words we failed to place ourselves.  We will focus publishing our 72PE findings before the close of this 2018 Spring Quarter.

Housing Advisory Board Promotion
Until the proper channels take notice and get back to us Mentalation Solutions Group (MSG) will continue to advocate for a Housing Advisory Board.  As you may well know Orange County has a serious and “nationally recognized” (Chau, 2018) issue for housing the disadvantaged.  This includes “TheOC’s” relatively small homeless population.  We recommend the pieces in the housing puzzle be united under a Housing Advisory Board (HAB).  This report is part of our knowledge base about Board and Care Facilities.

Honesty – Justice - Accountability

We would like the Chapman Board and Care (CB&C) People of Interest to return some if not all our belonging.  Even the theft of our property by Chapman Board and Care took place in 2012 we wish them to treat us justly and return our property.  In a table below we outline our highest priority items.  We have included photographs and images so Chapman knows what to look for.

Responsible Agencies
Up to this point MSG (we) have relied on CB&C staff and us for remedying our complaint.  When we visited the site Elizabeth the groundskeeper at the time drove us away with a machete in hand.  Elizabeth has a history of intimidating us.  That is the reason we bought a hammer.  Note the hammer is in the list of stolen property.  We considered bringing small claims court onboard for this property challenge yet we were too fatigued to carry through the process.  We are drafting this report for an audience that includes CCLD (Community Care Licensing Division (CDSS).  It has been over five (5) years and we are still traumatized with intrusive thoughts about our stolen property.

How is it the Chapman Campus?
The reason we here at MSG make reference to a Chapman Campus is that the Chapman operation in Garden Grove California maintains at least three facilities.  The largest and major facility is Chapman Board & Care (CB&C).  Two other smaller houses fit the Room & Board (Rent a shared room) model.  In 2012 we lived at both levels.  We called the house (R&B) that we had our first bed the Blue House Of Hope (BHOH).  Unfortunately we lost hope during our first month.

It is hard to believe that site administration and staff would not know that the items we address in this complaint are not the property of Keith E Torkelson, MS.  MSG’s goal is to Chapman and regulatory agencies discover this report in the form of its’ online distribution.  The Chapman Contracting Office (CCO) has not only our phone number on file yet the phone number or our oldest sister and representative LA Kline.  Below we included images of Elizabeth’s Garage for Unclaimed Property (EG4UP).

Assault with Machete – Brandishing

In 2012 the Chapman Campus retained a property worker.  Her name was Elizabeth.  She routinely brandished a machete.  In addition, Elizabeth maintained “her” property locker.  This locker was in the form of a garage adjacent to property number 2 of 3.  She was very guarded about letting people see her collection.  Some of the items were from people who left the campus for reasons such as dying.  It makes sense that if no-one came to claim anything for say more than a year it would be best to reclassify said property as Elizabeth’s.  We sent a rep Michael to collect all our belongings.  Since he did not have an itemized inventory of our goods he trusted staff at the Chapman Campus to give all our belongings back.  This did not occur

Board and Care Complaints – California Department of Social Services (CDSS)
How is it that for the second time we are not going through channels to formally report our Complaints to our California Department of Social Services?  It is all in distribution statistics.  We have submitted numerous reports at the state level.  More often than not what we received back was not satisfactory to us as well as our interests.  In general three (3) state level workers are going to see your complaint or whatever.  A staffing chain in scope might constitute: A person to open the letter (or review it online – accession it), the primary worker concerned, and any escalation effort for supervisory support.  The worker and/or supervisor may one or both respond if you get a response at all.  We include some FYI website links below.  We have yet to find a standard licensed care complaint form to work with.  It looks like in this case our theft report (complaint) the Community Care Licensing Division (CCLD) of the California Department of Social Services is in charge.

20171213-W: Case Brief – Failed To Protect – Legacy Report
This is a formative report for Fall Quarter 2017.  To the point: MSG’s principal, i.e. the highest authority with MSG, Keith E Torkelson, had his nosed broken (2012) while staying temporally at the Chapman Board and Care Campus in Garden Grove, California.  This report addresses events that occurred during the first six (6) months about 2012.  The perpetrator “Mike” had just shoved “Lynda” to the ground (See exhibit A).  Keith came to her aid.  She indicated this was usual and customary behavior for “Mike”.  “I don’t need help getting up!”  Upon returning to a position near “Mike”, Keith received a broken nose from “Mike’s” right fist.  No police report was filed and no medical care was arranged.  Mr. Torkelson has permanent scar tissue on the bridge of his nose.  On behalf of Mr. Torkelson, MSG had trouble delivering the report because one Chapman’s administrator’s Mathew was Mr. Torkelson’s friend.  The California Department of Social Services inspired us to publish this material in that it may help other people out with housing in times of hardship.

Theme - Housing Board and Care – Security

There are at least three aspects of security about housing.  One is the dependability of your bed.  The second involves safety to self and minimizing the risk for bodily harm.  The last is steadfastness of your material property.  This report deals with theft of material property.  When one moves into a Board and Care environment they generally have with them their most prized possessions.  When these possessions are stolen they more likely than not have to be replaced.  We lost our property after a brief stay in 2012 on the Chapman Campus.  Now some six (6) years later we have yet to replace everything.  Therefore the 2012 Chapman Board & Care theft incident is still open in our mind and records.  You might ask why not just go to the site and pick the missing items up.  A few years ago we gave it a try.  Elizabeth the ground's keeper with machete in hand drove us away.  She told our friend William not to talk with us.

Special Topic - How is it we Tagged a Fire Extinguisher in 2012
It really disturbed the Chapman Campus Administration that we tagged one of their some odd five (5) fire extinguishers.  We had trouble sleeping one night so we walked about the Board & Care facility.  We took notice of one of the fire extinguishers at the end of a long hall.  It was out of date.  So we took it off the wall with the intent to bring it to staff’s attention in the morning.  While walking past another fire extinguisher in the same hall we noticed it was out of date.  We thought hum this isn’t right (up to code and all) how can we impress to staff that they need to bring all of their fire extinguishers up to date.  Well we made one disappear.  Our bad.  Yet staff sure noticed.  That was our intent.  Thinking back, we are lucky we did not wait for when the nurse’s station night person to go to the bathroom and pro-actively discharge one of the out of date Fire Extinguishers into the nurses station :o(- We were overly stressing which can impair our judgment.  Part of us thinks that the reason Chapman Staff stole our property was to pay for the missing (out of date and all) Fire Extinguisher.

Legality of Brandishing A Weapon
It looks like Elizabeth has the legal right to wave a machete at us as well as others such as William.  Her behavior appears to fall short of either assault or battery.  We clearly remember two occasions of her closing space on us with her machete in hand.  Both times we were a bit anxious.  Maybe these incidents were our problem, overreacting and all.  The machetes true purpose was for her to trim the on Campus plants.

FAQ – Is it really gone?
Even though we eventually discovered that our property pick up person deposited what he was given near the front of our storage, we were not satisfied until we dug some odd ten feet to the back.  It is crazy how much effort it takes to convince oneself that things are really gone.  In a manner we are still searching.  For one our pill sorter box is not replaceable.  It's small enough that we hope it has slipped passed our multiple inventories.

2012 – Unmet Need
In 2012 we hooked up with a new case manager – helper – life coach.  His name was Oswaldo Escalante.  On May 28, 2014 while processing our property losses we determined that Oswaldo was responsible to collect up our belongings because we did not have the resources to do it for ourselves.  On this day while at Brand New Day we ran into Matt N. the onsite manager for Chapman Board and Care.  He said nothing of any property we left behind.

My bed on occasion - Room and Board issue
There was another thing we lost periodically while at the Chapman Campus.  This was our bed.  We would come home and another person was in our bed.  As reported in the Assault and Battery Report we lost the integrity of our nose permanently.

We will wrap it up now!
On May 30, 2018 we attended the Annual Meeting of the Minds conference.  In our last effort that day we met a new resource in the scope of Community Care Licensing.  Her name is Marina Stanic of the Community Care Licensing Division of the California Department of Social Services.  On June 1 she sent us an email stating: “Let me know if you need anything else”.  For now we will add her our Housing Resource Binder (HRB).  We hope that we have tagged this report in a manner that Marina will find this complaint by herself.
