We also share the house with Ted
Francis. He quit smoking about one year
ago. This morning May 3, 2018 @10am we
heard him make a terrible dry smoker cough.
He does this quite a bit. Other
than being a report about Housing Resources it also addresses the issue of
COPD. COPD effects quality of housing
more importantly the quality of one’s “Bed”.
We would also like to thank Gloria Shanks for her inspiration to
continue our efforts for ferreting about Board & Care Operations in
“TheOC”. Gloria owns and operates three
(3) R&Bs in North Orange County.
She provides for more that fifteen “Beds”. Gloria works tirelessly providing for the needs of her
clients. Gloria and her husband Mel
should get a Senatorial Award. We saw
Senator Correa give out a few and we believe the Shank’s deserve a reward long
overdue for their contribution to the community. We are inspired every night with Rochester Cannon’s (AKA Basalt)
major effort to prevent us from getting a good night sleep. He says: “I cannot control my
coughing”. We say then go to the doctor
and not lie that everything is all right.

How we obtained the list?
This is the short version of how
we obtain the MHA-R&B List. In
February 2007 while working to get released from Westminster Therapeutic
Residential Center (WTRC) our Social Worker gave us the list. Her name was Diana Shipley. She basically implied that since you have
become so healthy you could place yourself.
That was a rather scary affair because we had no knowledge or experience
with Room & Board Living in Orange County.
We placed ourselves in Lisa’s House, owned by David Nowe in Irvine
California that is now closed due to the Housing Crisis.
Out of Business Status (OBS)
It is hard to tell if the
providers’ phone numbers have changed or if they are actually out of
business. We are going to get to us our
address list and do some site visits.

We Never Asked Him: Why do you sleep and lay on the floor so much?
Abstract – Executive Summary
At the core of this report on
Room & Boards resources in North Orange County California are the results
from some 35-phone calls we placed referencing the Mental Health Association
(MHA-OC, 2006) Room & Board phone number list. When we first used the list in 2007 the majority of the numbers
connected. That is not so as of today
(May 3, 2018). We reached only about
three (3) live people. About 10 numbers
requested that we leave a message.
Because leaving is the start of the sales process we did not leave one
since we hadn’t scripted a really good on our yet. We avoided calling what we call our aces-in-the-hole: Julie
Paulino, Gloria Shanks or Brian Nazareno (Christopher Nazareno’s
relative). Brian is associated with
operating West Glen Manor. Christopher
AKA Matt is associated with operating Chapman Board & Care. If we needed to place ourselves in one day
we would have to pick Julie Paulino. We
haven’t been able to get much family help about a Julie House placement because
our oldest sister and our primary family support person does not seem to like
Julie’s as an option. We lived
successfully at Julie’s from 2008-2011.
When we parted with Julie in 2012 she said that Romer her husband liked
us and says we can always return. In
2014 when we were in moving mode again we checked with Julie in person and she
said if she were to take us back she would put us in her house (Empire) as
compared to the self-managing house on Hillview.

We emailed a draft of this report
to our older sister and principal family supporter so that for the first time
she had some numbers available to call.
We also included the results of our calling spree at the end so she
would know numbers that do not connect (broken numbers) anymore.
Next Steps – Context of Room
& Board Operations (Orange County California)
For our Room & Board Final
Research Report we plan to take it up a notch.
We are hoping to find an updated list in the OCHCA material Online. For their proposed Housing Suite it is very
likely that they will need to collect the most up-to-date information on the
various types of housing including Room & Boards. We know the HCA supports a list of Board & Cares online. We can’t live at Chapman Board and Care
because it is way to close to a major thoroughfare. Mixing panic, due to lack of sleep, with cars going 45 MPH and
the nighttime – for us elevates our risk factors for becoming road kill off the
chart.
Risk Factors – Reality
We had a friend that late last
year (2017) that was a Brand New Day member.
We know he was anxious and very likely inappropriately served. He took care of it by jumping off the
freeway overpass to his DEATH. In our
early reports (2012-2014) we called Brand New Day the Graduate By DEATH program
(GBDP). We plan to continue surfing the
OCHCA and MHSA (Orange County) Online materials for ideas – numbers – fixes –
and patches. We really don’t expect to
find any tangible Solutions yet. Our
insurer is Brand New Day (BND). We
don’t go there that often. We make a
showing primarily for our absolutely critical monthly lab-work. We have pursued our Housing Interests with
our BND Reps in the past. They have
been of little help with meeting our Unmet Housing Needs. We are going to try to collect a few numbers
by word of mouth from BND as well as Wellness Center (MHSA) members who are our
friends.
Further Investigation – Fixes
& Patching
One last thing we are going to
investigate is Motel Vouchers. We hear
they exist while nobody in our network has hooked us up with one. In conclusion, we failed to place ourselves;
we decreased our Material Mass that increases our MoveAbility (MSG, 2018) and
MoveReadiness (MSG, 2018). Tonight we
are back to negotiating with our primary belligerent for getting a good nights
sleep. If we have to we are lucky enough
to have developed the option to move out of the room and sleep on the
floor. Well we followed through with
our negotiation. In reality we
delivered a diatribe or a forceful and bitter verbal attack against both him
and his behavior. We made clear rather
than call “911” when we Panic he might be proactive when he won’t let us sleep
and just come over and break our neck.
The result was a Patch for one night.
As we say here at MSG – One night at a time. I know we mention it elsewhere.
Our belligerent is a retired combat veteran. He was trained to kill people as a solution. It is very likely he carried our
mission. It other words he killed
people. It is really hard to impress
people who kill people. Also, we
dislocated one of our cervical vertebras.
From lived experience if you ask someone to break your neck trust him or
her not to do a partial job!
Housing Advisory Board –
Information Technology
In our prior Accountability MHSA
Innovations Newsletter we introduce our idea for the OCHCA to support a Housing
Advisory Board of some sort. OCHCA
introduced the concept of an Online Housing Suite last year (2017). To make the product as high end as possible
we fell they need on-going Consumer Input.
Near the top of list of software elements is to collect Consumer
Satisfaction information. Here we try
to demonstrate that we would make a “Great” Room & Board Specialist. Did we say “Great” when we mean “Awesome” Our favorite name for the advisory group is
Housing Advisory Board Information Technology or HABIT.

There are alternatives to getting
housing right. Years ago we introduced
our Tork Reconstruction Company (TRC) notion about Managed Passing. As a Veterinary Paraprofessional we were asked
to hold dogs and cats for what we call a Graceful DEATH or Euthanasia. Looking back at our friend Gravity Mark that
made himself gravity road-kill we thought it would have a loving thing to do to
put him down the week before he died.
Our notions and concepts such as Managed Passing tend to be
liberal. If we get more than 100 readers
per paper we consider it a success. So
here is our link to a college level paper we wrote on Managed Passing. It really “Sucks” having to go to the
hospital to get help and hopefully a secure good “Bed”. You can lose so much during a stay in the hospital.

More on Specialists
The three areas we here at MSG
are most familiar with are: Principal on apartment lease, Room & Boards,
and renting a shared room. We were
surprised to find at least one Room and Board (Sally’s House) that leased
individual rooms for the cost that others rented shared rooms. We have a liberal idea for an Accountability
and Transparency Specialist (A&TS) to address those that died (DTYs) due to
housing issues. For example our friend
Dug who Died Too Young (DTY) began his downward spiral after he could not find
a “Bed” that worked for him anymore. We
caught up with him after four (4) or so moves.
We actually visited him at all four houses. Last time we saw him alive: We told him you look pretty
good. He had lost a lot of weight. Then he died. What triggered things for Dug was a foreclosure/eviction notice
that scared him into perpetual disequilibrium [SPELLED]. He could never gain back the stability that
he had when we shared a room together.
Indicators of MoveReadiness and
MoveAbility
You heard it here first! Two modules we would like to see built into
the OCHCA Housing Suite are MoveReadiness (MSG, 2018) and MoveAbility (MSG,
2018). We here at MSG researched a bit
and our still not completely certain what Independent Living Is. We are working on some assessment to yield a
Level Of Independence Score (LOIS).
Hey! That is one of the first
Acronyms we created that spells out someone moniker. To prevent people from crashing and burning while at the same
building confidence might be a priority package. We also suggest evaluating for Indicators Of Wellness (IOWs).

Basalt the Belligerent – AKA –
Wounded Warrior
In our early studies we called
our inspiring roommate Basalt because we wanted to process our problems without
causing harm. Basalt is actually
Rochester Cannon. He is serviced by
with Veterans services. He is a poster
child for inappropriate services and supports.
For this paper we are transitioning about anonymity. On this day May 3, 2018 (TH) Basalt reports
to us that he cannot control his coughing in the middle of the night. We said it might be wise to go to the
doctor. He has been
coughing-snorting-hacking on and off in the middle of the night at least since
March of 2017. We it comes to the Katz
Index it indicates Rochester still has some control over his faculties. At night after he wakes us up keeping us up
long enough for us to realize it is a night without sleep we ask him to discuss
his health problems with the owner and live in landlady. He says” “I don’t want to bother her”. We talk to him about the impact that discord
has on our landlady. He doesn’t
care. We asked him if he even liked our
landlady and he won’t speak. For
Rochester silence more often than not means a “No” answer. When he does speak he Yes if he can avoid
services. Buy definition he is
mute. He also has mastered Learned
Helplessness. One of our alternatives
at night is to go downstairs and sleep on the floor. Loosely this qualifies us for a Homeless Stamp using the criteria
for not a typical place a normal person would sleep.

Daily Activity – Getting a Good
Night Sleep
Possibly the most important
Activity of Daily Living (ADL) is Being able to get and good night sleep and
letting other in your house get a good night sleep. For us the effectiveness and predictability of our primary
medication depends on getting a good night sleep.

Residential Center (WTRC-IMD)
Sometimes we question our
preferences such as getting a good night sleep. If Basalt were residing at WTRC the night crew would get all over
his case if they walked by and heard him coughing as loud as he does. They might even ask us his roommates: If his
coughing were bothering us in here?
Another thing they would do is not let him lay in bed during the day
like does. It makes little sense to
offer the lay in bed during the day reward to someone who is having problems at
night. If he were at Chapman Board and
Care they we easily swap him. There are
more swap choices at Chapman Board and Care than we have available to us at the
present time. Where Rochester lives now
it is designed to help him with the things he can’t control or do for
himself. If it were easy to move with a
guarantee for an excellent fit for us our numbers including those for
Activities of Daily Living (ADLs) indicate that it may be prudent to move
ahead. It is just really hard to
actualize an excellent fit. This report
is a sample of us moving onward.

Feb 21, 2014 - Fire officials
responded to a “female in cardiac arrest” around 11:05 a.m. Friday at Chapman
Board and Care, located at 10811 Chapman Avenue. Police later determined the
death was suspicious…She was booked on suspicion of murder and is being held at
the Orange County jail.

We know from lived experience if

temporally at the Chapman Board and Care Campus in Garden Grove, California.

2012 Issue & Errors We Made
1) We did not provide our primary
helper, our oldest sister Lanaii, the MHA (2006) list in advance. We did this because with our new knowledge
and health network (MHSA) we mistakenly believed we would not need substantial
family support for 2012. 2) We did not
catch up with the MHA Housing Specialist, Christina our housing specialist,
before she moved forward and away from the MHA. We kept putting meeting with her because Moving for us is a very
challenging subject and endeavor.

logs applying the 2006 MHA List. Next
we here at MSG intend to compare three different Room & Board Lists (Rent a
shared room): MHA 2006, Ken 2008, and Dug 2009. It looks like a promising next step to apply the Ken 2008 List. On the periphery now we will keep advocating
about our Public Health supported Housing Advisory notion. We almost forgot the usual Consumer Stipend
is a $20 food card.
Don’t Fire Us – Give Us A Raise
I know that we speak for other
Consumer Engaged in the MHSA related:
We want a raise. We use the MHSA
Steering Committee as an example. We
wish make the average between the highest paid person in the room and our $20
Stipend. We will consider removing the
high-end outlier because we had always hoped Donald Bren and his friends such
as George Argyros (80, of Newport Beach) would show at a MHSA Steering
Committee Meeting (SCM) to see how their money is being spent. Since Bren is into Real Estate we figure he would
be a valuable member on our proposed Housing Advisory Board (HABIT). We heard rumor last month (April) that
channels at a high echelon wish to let the MHSA Consumer Action Advisory
Committee (CAAC) go.

Infrastructure in Dis-repair
Basically over ten (10) years rather than improving the
Room & Board resources strong evidences indicate they are in disrepair. We
found less than fifteen (15) percent of the providers on the MHA-2006 list are
easy to access. We contacted Pam
Presnell in MHAOC Corporate and she is not certain who could really satisfy our
needs both personal and professional.
Victoria Vera is still too new to her job in MHA Housing to understand
what and why we are requesting an updated list. Victoria if she makes it in the job might best be invited to sit
on our proposed Housing Advisory Board.
We have observed that turnover rather it be moving up, over or away is
incredible in Health & Human Services.
Burnout is real for those who are supposed to have it together
(providers). We gave her a heads up
that the county may be helping her out soon with their “Awesome” Housing Suite
as it was proposed last year (2017).

Practical - Achieving Aloneness - Work Stopped - Outcomes
After finishing our calls we
achieved “Aloneness”
We checked in Motel 6
(Westminster North) on Tuesday April 17th 2018 for a reserved say of
six (6) nights. By Friday April 20th
at 5pm we had finished our work and achieved Aloneness. A few contributing factors to our aloneness
was that this was the first time we spent three nights alone at Motel 6 without
our Most Significant Other Joan.
Another was: If we wished to hang out Friday night with anyone we had no
one to call. The most important factor
that made us feel alone was that what we had done making 64 (plus calls) we
believe none of our family or friends could or would have helped us out. It is a lot of work being on the phone for a
total time exceeding one hour dealing with 64 different outcomes. We achieved the desired rest with our Sleep
Value Score (SVS) = 5.0 for each night (TU-F).
5.0 is the best on our Scale of 0.0 to 5.0. We will address the Respite value in a subsequent paper.

If we had to pick the psych ward to get some sleep or a bed
in the community we would pick a bed in the community. We would pick either Julie’s House or Lynn’s
House. Yet the best pick is to hold our
ground here where we are and continue improving our MoveReadiness (MSG, 2018).

20180423-M: MHAOC Housing Update
– New Rep
On Monday April 23, 2018 about
3pm we met with the new Housing Rep at the Mental Health Association (MHAOC)
Homeless Service Center in Santa Ana California. Our old contact Christina had moved on. Taking her place is Victoria Vera. Again, the new Housing Rep for the MHA is Victoria. Victoria reports that Carmen supervises
her. Victoria says it is Carmen’s
policy not to release the MHA Room and Board List. She also said that she is updating the list she has probably by
inheritance. Victoria reports “Carmen
says I can only give out three (3) numbers at a time”. From experience (2007, 2008, 2012) we know
that it is statistically unfeasible to connect with a “Bed” in only three (3)
calls. We told Victoria that we would
go through channels before contacting Carmen.
Basically, we were unprepared for a no answer about our request for a
more effective list.

If the OCHCA MHSA had a Housing
Advisory Board we would prepare to share our findings at a (monthly)
meeting. We are not even go into the fact
that the Housing Suite Builders did not solicit this information and how
challenged these public health people for entertaining unsolicited
material. In our last report we
proposed a Housing Advisory Board (HAB).
Next we want to be a contributing member, and now here we propose that
we would make a great Room & Board Specialist. As MSG Procedure (V.2018) we will share this report Online via
one or more of our Blogs.

“The Options Center is a drop-in
center open 365 days a year for psychiatrically disabled homeless adults in
Orange County. The Housing Specialist in this program assists clients to
develop a budget, explore housing options, such as room and board, room
rentals, shared housing
and apartments, and provides
follow-up support. Program is designed to help consumers who are homeless, or
at risk of becoming homeless to move into permanent and stable housing. Must be
over 18, have a diagnosis of mental illness, be capable of living
independently, and have a source of income to cover expenses. There is no
charge for services. To receive services a referral must be made by phone or
fax to the Housing Specialist. A housing search can take a few weeks to a few
months. Not an emergency shelter. Contact person is Pam Presnall at

Vignette – The Kneeing Story
(Kline) – Shared Room & Sleep
Back some twenty years ago our
oldest sister shared a bed with her husband.
At some point he was having sleep apnea problems that kept her
awake. Before he was issued a CPAP,
CPACK, CPAK or CPAC Machine she would knee him in the back to change his
breathing cycle. She also had a method
for guaranteeing a full night sleep by moving to a guest room. She did this sleep away one day per week on
Sunday. She felt that she needed the
best night sleep before the workweek.
Motivation for Finding New Bed
The reason we are motivated to
look into Room & Boards at this time is that one of the roommates we share
a room has been waking us up in the middle of the night by making COPD
noises. Rochester Cannon is his name
and he has been and is being served by the VA yet they cannot help him because
he lies: Saying nothing is wrong or he is OK.
He used to be a smoker. He says
he can’t help himself. We have tried
several fixes. We asked him if he likes
Gloria the Landlord because this disharmony stresses her out. Rochester says nothing which more often that
not implies no. We had the urge to poke him with a stick last night. Yet making contact can be construed as
“Battery”. We have yet to solve his
sleeping problem. Even on the best
nights if we are awakened it takes an hour to get back to sleep. In addition we may have to take our PRN
nighttime medication. On May 2
(Wednesday) 2018 at Midnight he woke us up.
This time we realized that it would take an hour to get back to
sleep. We have an option to move out of
the room and sleep on the floor. Now we
are going to prepare to talk with him for up to an hour when he wakes us
up. We still have not developed any new
“Bed” alternatives. This Housing thing
sure is “a complex issue (Director Mary Hale, 2017)”.
Takeaways - Lessons Learned –
Planned Next Steps
After this study we have improved
our MoveReadiness (MSG 2018). Our move
options are still limited to a Psych Ward Placement (PWP). The turnaround time promised by the Mental
Health Association is too slow as measured for a Early Intervention. Before our Final R&B (rent a shared
room) Report we are going to collect phone numbers by word of mouth, use our
R&B address list to visit a few sites around Santa Ana, and call and/or
meet face-to-face with Victoria to collect up three (3) numbers at a time. Our work will focus on Santa Ana. The primary product will be a log of phone
numbers that actually reach R&B Providers.
We are considering sharing a few select and in scope excerpts with our
current Landlady and Friend.
